Often, yes. Sistering new material alongside sound framing, replacing only the decayed section of a joist end, or adding new bearing can restore capacity. What that requires is that the moisture source is gone, otherwise the new wood is placed into the same conditions that destroyed the old.
They are different organisms with different consequences. Mold is primarily an air-quality and surface issue; decay fungi consume the wood and reduce its structural capacity. Both indicate the same underlying problem, which is sustained moisture.
Remove the water. That usually means ground cover and drainage in a crawlspace, corrected grading and roof runoff outside, fixing any plumbing leak, and managing humidity so framing is not sitting in damp air. Repairing the wood is the last step, not the first.
