Encapsulation should not trap standing water or hide an active leak. Bulk water and drainage are addressed first or as part of the same design.
A liner can become part of a radon-mitigation approach, but encapsulation is not a radon test or a guarantee of lower levels. Test and use a qualified mitigator when needed.
Furnaces, boilers or water heaters in the space can affect ventilation and air-sealing choices. The plan must preserve safe combustion and service access.
Surface staining is not a structural diagnosis. Soft, deformed or deteriorated framing should be evaluated before it is covered or the space is made harder to access.

It can reduce drafts and moisture and can support a better insulation strategy, but floor temperature also depends on heating, air leakage, insulation location and duct conditions. Comfort improvement should not be guaranteed without evaluating the whole assembly.
It can reduce ground moisture and uncontrolled humid air, which are common odor contributors. Existing wet materials, plumbing leaks, pests or suspected microbial growth may need separate removal or remediation.
