Cold floors are usually an air and moisture problem before they are an insulation problem. Adding insulation over a wet crawlspace rarely works.

Fallen or compressed insulation

Batts installed between floor joists sag, fall out or absorb moisture over time, leaving the floor effectively uninsulated.

A vented crawlspace in a cold climate

Open vents were meant to remove moisture, but in Vermont winters they also make the space the same temperature as outside, directly under the floor.

Air leakage from below

Gaps at the rim joist, around plumbing and wiring penetrations and at the sill let cold air move up into the floor assembly and the rooms above.

Damp or bare soil

Ground moisture evaporating into the space wets insulation and framing. Wet insulation loses most of its value and stops drying.

Uninsulated ducts or pipes

Heating ducts running through a cold crawlspace lose heat before it arrives, and uninsulated pipes are also a freeze risk.

Missing ground cover and wall insulation

A crawlspace with bare soil and bare walls is a continuous source of both cold and moisture into the assembly above.

Should I just add more insulation under the floor?

Adding insulation over a damp, vented crawlspace tends to disappoint. The new material gets wet, loses value and can trap moisture against the subfloor. Controlling ground moisture and air leakage first is what makes the insulation work.

Is it better to seal a crawlspace or keep it vented?

In a cold, humid climate, sealing the space and insulating the walls is frequently the better performing approach, because a vented crawlspace in winter puts outdoor air directly under the floor. The right answer depends on the specific space, any combustion appliances in it, and moisture conditions, so it should be assessed rather than assumed.

Will encapsulation make my floors warmer?

It usually helps, because it addresses the moisture and the air path as well as the insulation. How much warmer depends on what was there before, whether ducts run through the space, and how well the rim joist and penetrations are sealed.
