Concrete shrinks as it cures and cracks in a fairly random pattern. These are typically narrow, without displacement, and stable for the life of the slab.
Basement problem
Most basement slabs crack. The question is whether the crack is telling you about the concrete or about what is underneath it.
How urgent is it?
A hairline crack in a dry slab is common. Displacement, active widening or water arriving through the crack changes the question.
Likely causes
More than one can apply at the same property, which is why the inspection traces the actual path rather than assuming the most common one.
Concrete shrinks as it cures and cracks in a fairly random pattern. These are typically narrow, without displacement, and stable for the life of the slab.
Poorly compacted fill or material washed out by water leaves a void, and the unsupported slab drops into it.
Saturated material below an unheated or shallow slab can lift it during freezing, producing raised cracks rather than dropped ones.
Water rising below the slab can find its way through an existing crack, which is why some cracks are dry all summer and wet each spring.
Where a wall is moving, the slab beside it can crack in response. The floor crack is then a symptom of the wall, not its own problem.
A post or column bearing on a slab without an adequate footing beneath can punch down and crack the concrete around it.

Fine, random cracks without displacement are extremely common and usually reflect concrete shrinking as it cured. What is not routine is displacement between the two sides, a crack that keeps widening, or a crack that appears together with wall movement.
Sealing addresses water and appearance, not movement. If the slab is stable and the crack is a water path, sealing can be reasonable. If the slab is moving or settling, sealing hides the evidence without changing the cause.
Not by itself. Basement slabs are usually poured on fill rather than footings, so they can crack and settle independently of the foundation. It becomes a foundation question when the floor crack appears alongside wall cracks, sloping floors upstairs or doors that have started binding.
